Maybe you've got the question.

It's a relation between the center of gravity and floating point.

 

Imagine your lung.

So it's a buoy.

 

They use this buoyant force to float their center of gravity.

More accurately, they have the center of floating point at the pit of the stomach.

But the center of floating point of swimmer who can't float is at their belly because they stick their belly out.

 

So their center of gravity and floating point nearly equal the same point,

and then can't keep their hips at the surface of the water.
